Stepping into the international spotlight at a delicate time for his isolated regime, the reclusive North Korean leader, Kim Jong-il, welcomed President Roh Moo-hyun of South Korea to Pyongyang today for three days of talks. It was only the second meeting between leaders of the two Koreas since the country was divided 60 years ago, and Mr. Kim had mobilized a huge crowd to welcome Mr. Roh, who came with offers of peace and economic aid. I hope, now, the peace comes out.
